Utility technical regulation

Regulation of services provided by utilities

The Utilities Act 2000 regulates the provision of utility services. We administer part 5 of the Act, which deals with technical regulation obligations of utilities. The obligations, as set out in technical codes and in certain plans or rules established under those codes, relate to:

  • the quality of the supplied services (eg pressure or quality of water supply, voltage fluctuations in electricity distribution);
  • the standards to which the networks (pipes, cables or other Utility owned infrastructure) are being constructed or maintained;
  • the conditions under which a utility provides a new or resized connection to its network including temporary connections;
  • who is authorised to work on connections to the network;
  • the preparedness for and handling of emergency situations; and
  • a utility's meters.
