Utilities which operate and maintain network facilities in the ACT under a Utilities Act 2000 licence are indicated below. Agencies involved in utility regulation in the ACT are listed below.

Relevant Function

Independent Competition and Regulatory Commission (ICRC)

 

Under the Utilities Act, the ICRC is responsible for:

  • administering utility licences
  • approving standard customer contracts for franchise customers and
  • administering Industry Codes.

Under separate legislation ICRC determines utility prices.

ACT Civil and Administrative Tribunal  (ACAT)

 

ACAT provides a forum for resolving consumer complaints and determining appeals involving amounts up to $10,000.

Chief Minister’s Department

 

Responsible for administering regulations made under the Utilities Act 2000

:

  • Utilities (Electricity Restrictions) Regulation 2004
  • Utilities (Electricity Transmission) Regulation 2006
  • Utilities (Gas Restrictions) Regulation 2005
  • Utilities (WaterConservation) Regulation 2006
  • Utility Networks (Public Safety) Regulation 2001

ACT Treasury

 

 Responsible for administering teh Energy Industry Levy.

Territory and Municipal Services

Responsible for street light and stormwater networks.

Department of Environment, Climate Change, Energy and Water

 

 Regulation of environmental compliance matters, particularly:

  • sewer discharges under the Environment Protection Act 1997
  • maintenance of environmental flows subject to the Water Resources Act 1998.

ACT Planning and Land Authority
