Road construction
ACTPLA is involved in new road construction projects — particularly during the feasibility study and forward design phase.
Proposed new road constructions usually require a development application. They sometimes need an environmental impact statement (EIS) and/or a Commonwealth strategic assessment under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999. Environmental processes involve consultation with the community, while development applications of this nature are notified.
ACTPLA is also responsible for notifying the public about proposed road closures.
Proposed road construction projects
Morisset Rd/Sandford St, Mitchell
The ACT Government is committed to expanding the road network in the Gungahlin area to meet the transport needs of the growing population.
The proposed Sandford (Morisset) Street extension from Flemington Road to the Antill Street roundabout on the Federal Highway is a key part of the Territory Plan — the main statutory planning document in the ACT.
The extension aims to:
- improve heavy vehicle connections and access to the industrial suburb of Mitchell from the Federal Highway
- provide essential transport infrastructure and access to the future suburb of Kenny
- provide public transport access to the Bimberi Youth Justice Centre.
ACTPLA has engaged Cardno to undertake the road design and supervise the road construction.

Clarrie Hermes Drive extension
The ACT Government proposes to extend Clarrie Hermes Drive from Kelleway Avenue in Nicholls to the Barton Highway, including Barton Highway/Clarrie Hermes Drive/Kuringa Drive intersection. The two kilometre extension would provide an important direct road link to the western edge of Gungahlin via the arterial road network to support the growth of Casey, Nicholls and Ngunnawal.
Currently Gungahlin residents use Curran Drive to access the Barton Highway through Nicholls, which is not desirable in the longer term as traffic volumes will increase as Casey is progressively developed.

Matters of national environmental significance
Because the road construction may impact on matters of national environmental significance, primarily the Golden Sun Month, Legless Lizard and Yellow Box Red Gum woodland, the Commonwealth Minister for Environment Protection, Heritage and the Arts requires an assessment and approval of the proposed action under the Environment Protection and Biodiversity Conservation Act. The Minister will assess the proposed action by preliminary documentation.
